WHO - Inclusive and accessible public health messages about COVID-19

About the project

The purpose of the project is to make key WHO public health messages more accessible to persons with disabilities, using the urgency of the COVID-19 pandemic as an opportunity to install this vital feature into all communications as the norm. The deliverables need to be clearly focused on COVID19 response and risk communication for persons with disabilities, emergency response oriented and with country focus. It should be ‘easy to use’ for countries in their COVID-19 response. The public health messages will focus on responding to a 2nd wave of C0VID-19, having identified best practices during the first wave to better include persons with disabilities. The deliverables will be in line with the following:

  1. UN Convention on the Rights of Persons with Disabilities (CRPD)
  2. UNSG policy brief on disability (with an emphasis on the brief’s health section).
  3. Specific WHO technical guidelines on Disability and COVID 19: rehabilitation guidelines, and COVID 19 and disability guidance: WHO Disability Consideration on COVID-19

The specific objectives are the following:

  1. Assess the current needs and best practices related to persons with disabilities in COVID-19 public health communication in the WHO European region.
  2. Create a short guidance note and two videos on COVID-19 that are inclusive, accessible and in line with the CPRD and the WHO public health messages. The communication materials are designed to support countries in scaling-up COVID-19 prevention, treatment, and, where required, in rehabilitation (for people recovering from COVID-19) interventions with focus on persons with disabilities (living in general population, migrants, refugees, indigenous population etc.).
  3. Make sure the WHO disability-inclusive COVID-19 response is well disseminated in the WHO European Region, including national ministries, development partners and civil society. The dissemination through EDF and WHO will be achieved using separate channels.


The current project time-frame will start from September to December 2020.

  • Create survey of EDF members to identify specific issues to be addressed in the videos as well as good practices.
  • Produce a guidance note on the needs and best practices related to persons with disabilities in COVID-19 public health communication in the WHO European region.
  • Identify couple of good practice examples from countries which can be posted as a WHO-EDF web news.
  • Create two videos converting WHO public health messages on disability and COVID-19 into formats accessible to those with disabilities. They will be informative but also used to inform as to good practices for public health departments. The communication materials will acknowledge the financial support from WHO Regional Office for Europe as per WHO Communication policy.
  • Promote the materials through social media.
